He said either if Vander Decken died or lost his consciousness his power would stop working. The same thing was true when the crew fought Moria, they very obviously didn't kill Moria, so knocking him out was also enough to stop his power.

Joyboy said that someone will come and fulfill his promise with the mermaid princess. So my guess is it's Luffy and we know Roger wanted to meet shirahoshi but it wasn't time then that means Luffy and shirahoshi were destined to meet. So maybe Luffy is going to fulfill joyboy's promise.
